Silent Eight Names Dr. Michelle Frasher as Head of Compliance and Regulatory Strategy
Global expert on financial crime compliance joins leading AI-driven platform serving global financial institutions

Silent Eight, a pioneering RegTech company whose artificial intelligence-based platform offers solutions across the compliance workflow, today announced that it has appointed Dr. Michelle Frasher as Head of Compliance and Regulatory Strategy.
Dr. Frasher brings over 25 years subject matter expertise in geopolitics, finance, counter-terrorism, illicit monetary flows, and data privacy with experience in leading multi-disciplinary teams to build anti-money laundering (AML), countering terrorist financing (CFT) and sanctions compliance products and services for a global clientele.
In her role with Silent Eight, Dr. Frasher will be responsible for global financial crime compliance (FCC), sanctions analysis and compliance, artificial intelligence products, privacy protections and related regulations across product lines and will serve as a best practices consultant to clients. She will also offer guidance on market and geopolitical developments; advise on product initiatives, sales and go-to-market strategy, and deliver insights on the role of human-driven AI solutions in advancing FCC compliance.
An experienced international speaker and author, her work on financial crime, international politics, data privacy and protection and other topics has been featured in leading press and industry forums. Dr. Frasher currently serves as an expert on beneficial ownership, data privacy and information sharing for the European Union’s AML/CFT Global Facility. She is an external geopolitical analyst with Oxford Analytica, Co-Chair of the Data Experts Group at the Global Coalition to Fight Financial Crime, an Executive Board Member for the Greater Philadelphia Chapter of the Association of Certified Anti-Money Laundering Specialists, and a standing member of the Privacy Research Group at the NYU School of Law.

Prior to joining Silent Eight, Dr. Frasher worked for many of the top companies in compliance and regulatory analysis, serving in senior roles at Moody’s Analytics and LexisNexis Risk Solutions, where she led privacy program implementation, regulatory analysis and engagement, Know Your Customer data collection and product development, and public and private client consultations on FCC and sanctions best practices across multiple business lines and sectors.
In addition to her private sector work, Dr. Frasher is an accomplished academic and continues to bridge scholarship to actionable insights. In 2014, she was Fulbright-Schuman Scholar to Belgium and Malta (sponsored by the US State Department and European Commission), focusing on financial data sharing for transatlantic CFT cooperation. She was a Visiting Research Scholar with the University of Illinois at Urbana-Champaign’s European Union Center and held positions at New Mexico State University-Alamogordo (Holloman AFB), Ohio University, and Molloy College.
Frasher earned a PhD in history focusing on International Political Economy from Texas A&M University, and holds multiple MA and BA degrees in political science, history, and foreign languages. She is a Certified Anti-Money Laundering Specialist.
